Functions and Duties of Revenue Department :

At the State level, the Commissioner (Revenue) is the administrative head of Revenue administration. The main duties are :

- advice and assist the Minister (Revenue) in framing and formulation of policies relating to Revenue administration and land management
- controlling authority of all Revenue Officers in the State
- competent authority for allotment of land, acquisition of land, fixation of compensation for land acquisition, fixation of land revenue in areas under MLR & LR Act and hill house tax in hill areas
- competent authority for Survey & Settlement matters in the State

At the district level, the Deputy Commissioner is the head of Revenue administration. The main powers and duties are :

- overall supervision of Revenue administration in the district
- monitor Land Revenue Collection in the district
- maintenance and updating of Land Records including preparation of records of rights
- land acquisition matters
- valuation of land
- fixation of land premium in allotment cases and compensation in land acquisition cases
- appellate authority for revenue cases in respect of cases handled by S.D.Os

In the Directorate level, the Director, Settlement & Land records is the administrative head assisted by 2(two) Deputy Settlement Officers and 8(eight) Assistant Survey and Settlement Officers and one Registrar Kanungo. The powers and duties are :

- maintenance of land records
- survey operation in the State
- preparation and printing of land surveyed maps
- preparation and publication of an accurate and dependable modern land information system

In the Sub-Divisional level, the SDOs are the head of revenue administration except in three Sub-Divisions namely : Kangpokpi, Jiribam and Moreh where the ADCs are the head of revenue administration. The powers and duties are :

- overall supervision of Revenue administration in the Sub-Division
- competent authority for collection of Land Revenue, Hill house tax and other Govt. dues
- competent authority for partition cases/mutation cases, land valuation, field officer regarding revenue matters
- appellate authority for Revenue cases in respect of cases handled by SDCs
- assess annual land revenue, hill house tax and village statement

 At the SDC Unit/Tehsil, Sub-Deputy Collector is the administrative officer. The main duties are :

- collect land revenue, hill house tax and other Govt. dues within his circle
- dispose the mutation cases relating to land situated in his circle
- maintain up to date land records of the unit/tehsil
- assess annual land revenue, hill house tax and village statement
