The employment service, Manipur came
into existence in 1957 and has been
working with its Directorate of
employment as controlling body
tending upon administration,
establishment and financial
supervision under which there are 9
District Employment Exchanges, 5
Town Employment Exchanges and 1(One)
Employment information and
Assistance Bureau. Further, there
are other units: University
Employment Information and Guidance
Bureau, Canchipur, Special
Employment Exchange for Physically
Handicapped Persons, Imphal,
Vocational Guidance and Career Study
Unit, Imphal and Self Employment
Promotion Cell, Imphal, which are
under the direct control of
Directorate of Employment.
At the state level, the department
is headed by the Minister-in-Charge
as the Public Representative and
managed by The Commissioner (Labour)
as the executive head. The
Commissioner (Labour) is in overall
charge of formulation of policies,
supervision, control and issue of
directions, Enforcement of
Employment Exchanges (Compulsory
Notification of Vacancies) Act,
1959.

Employment Service

Directorate of
Employment Exchange, Manipur
The State Directorate functions as a
manpower organization and planning
agency for the State. Further it
provides leadership, guidance and
expertise in technical fields. The
Directorate of Employment is the
main executing arm of the department
in the state. The Employment
Service, Manipur play a significant
role in assisting the youth in
finding employment in paid jobs.
They also assist them in starting
Self-Employment Ventures through
Vocational Guidance activities.
Registering the applications of
job-seekers and notifying them
about vacancies, collection and
dissemination of Employment Market
Information, Vocational Guidance to
students and the youth are the major
functions of Employment Exchanges.
State
Employment Exchange (S.E.E.),
Manipur
There is a State Employment Exchange
at the headquarters. It deals with
applicants of professional and
executive standard, vacancy and
Labour clearing at the State level,
research and job development for the
physically handicapped,
Ex-servicemen, Scheduled Caste and
Scheduled Tribe applicants.
District
Employment Exchanges (D.E.E.)
The district constitute the basic
unit for implementing and
coordinating all programs of
employment assistance, career
advice, employment market
information and surveys and studies
in the district. The District
Employment Officer is responsible
for inspection and enforcement of
the Employment Exchanges (Compulsory
Notification of Vacancies) Act,
1959. He is also responsible for the
efficient functioning of the Town
Employment Exchanges and Rural
Employment Bureaus in the district.
The DEO is the decision making
authority with regard to the
channels of supervision and
accountability at district level by
following the National Employment
Service manual and as per the
instructions, guidance and orders of
the Directorate of Employment and
Training, Manipur.
Rural
Employment Bureau (R.E.B.)
The lowest formation of the
Employment Service is the Rural
Employment Bureau (known as
Employment Information and
Assistance Bureau). These Bureaus
are set up in areas where there is a
concentration of Scheduled Caste or
Scheduled Tribe population and where
rural works programme and other
employment oriented projects are
under implementation.
